The Incidents
Fifteen cyberattack reports from water suppliers to the drinking water regulator between January 2024 and October 2025, at 25-1023. Three London boroughs disrupted simultaneously in November, at 25-1125b. An NHS clinical software supplier in December, at 25-1214b. A nursery group whose attackers published children’s material, at 25-0926.
And, adjacent to the state, the JLR supply chain intervention at 25-0928 and 25-1003c, where a government guaranteed lending and explored buying components to prevent insolvencies.
The Structure Is The Same Each Time
Constrained funding produces consolidation — shared council IT, a single clinical software supplier, a small number of water companies with long-lived equipment they cannot take out of service at 25-0729.
Consolidation converts one compromise into a portfolio. And the affected population has no alternative provider, which the corpus filed at 25-1126, 25-0819 and 25-1127b.
The Reform Arrives In The Middle Of It
The Cyber Security and Resilience Bill was published on 12 November 2025, at 25-1113 — thirteen days before three boroughs went down.
It proposes staged reporting at 25-1119, penalties at 25-1121, and scope extending to managed service providers, data centres and designated critical suppliers at 25-1124.
On this corpus’s reading it would reach a shared council IT provider and might reach a clinical software supplier serving 2,000 practices — if somebody designated it in advance, which is the objection at 25-1124 that criticality is emergent and visible only afterwards.
What It Would Not Reach
The nursery group at 25-0926. The small suppliers at 25-0930b with a week of cash. Anything in the 32% of charities reporting a breach at 25-0615b.
This desk filed at 25-0616b that the reforms are scoped upward by design and defensibly so, and that what small organisations need is not an obligation but secure defaults in the products they already buy. Nothing in the 2025 UK reform addresses that, and nothing was expected to.
